Reservation 13 is a Historic site on the edge of Hill East, right across the Armory and the RFK Stadium, and next to the Anacostia River. Left just out of L’Enfant Plan for the District, the site has been underused for over 200 years with some brief exceptions. Back in 2002’s, Reservation 13 was included in the Anacostia Waterfront Target Areas. The ensuing Masterplan wanted to transform the area into a vibrant multi use development that served as a connection with the Anacostia and Hill East. Finally, in December 2020, DMPED released the RFP to develop Reservation 13 and build more city.  

Argos Group and The NRP Group approached Moya Design Partners to lead the design of their development proposal and create six stunning mixed-use buildings that will add over a thousand new homes and much needed retail spaces and childcare.  

The Architecture team at MOYA is proud of being part of this historic opportunity to leave an indelible mark in the equitable growth of the city. There is no place in the District as Reservation 13 , where a design team can create and articulate a new neighborhood within walking distance of DC historic center.  

The proposed design embraces the Hill East Master Plan and the Anacostia Waterfront Initiative Plan by incorporating the existing street grid and guidelines and respecting the height and scale of the different zoning classification of the site. The project will rehabilitate the brown field and create green areas and courtyards for residents.   

Our design takes advantage of the existing topography and the height variances to create a visually stunning development that conducts the city into the Anacostia and encourages us to re-think our relationship with the river. The proposed designs are vibrant and responsive to the surrounding and each other. Architectural elements in the different buildings will evoke the gleaming waters of the Anacostia and explore the creative possibilities of the site..

A renewed relation with the Anacostia Waterfront translates into a more walkable DC. The design team will therefore reduce the overall environmental impact of the development and minimize vehicular curbs to increase pedestrian’s safety in accordance with DC Vision Zero Initiative. The project will also minimize parking lots above ground and place trees on the sidewalks, favoring local varieties to minimize water expenditure and ensure adaptability.
